Master dies when task resources are set to less than minimum

    Description

      If you submit a task with resources less than the minimum (CPU 0.01 or 32MB MEM) then the master fails and dies. After that happens the agents does not seem to be able to reconnect as at least in my test harness I stop receiving offers.
