HealthChecker should not decide when to kill tasks and when to stop performing health checks.

    Description

      Currently, HealthChecker library decides when a task should be killed based on its health status. Moreover, it stops checking it health after that. This seems unfortunate, because it's up to the executor and / or framework to decide both when to kill tasks and when to health check them.
