[MESOS-5198] state.json incorrectly serves an empty {{executors}} field

Description

The frameworks.executors array in state.json is empty, despite the framework having running tasks. I believe this is incorrect, since you can't have tasks w/o an executor. Perhaps the intended meaning is "custom executors", but I think we should serve info for all executors run by the framework, including command executors. I often need to look up, for example, which command is run by the command executor.
