[MESOS-2448] release checklist should include 'update homebrew' for OS X developers

Description

For many developers the brew install mesos path is the first exposure to Mesos. Currently this is maintained best-efforts by the community, and they're not doing very well.
Example: current Mesos compatibility is stuck in this PR: https://github.com/Homebrew/homebrew/pull/37087/

By adding this to the release checklist we can ensure developers can get the latest version easily.
