[MESOS-2145] Distinguish frameworks according to their state in the webui

Description

Currently the webui for frameworks has two sections "Active frameworks" and "Terminated frameworks".

Active frameworks corresponds to frameworks in 'frameworks' map which include disconnected and inactive frameworks.

Terminated frameworks corresponds to completed frameworks that are in 'completed_frameworks' map.

This is confusing for users.

We should have 3 sections in the webui instead.

"Connected frameworks"
"Disconnected frameworks"
"Completed frameworks"
