[MENFORCER-383] Have the ability to supply rules not specified in the POM inheritance

Description

Currently, the rules user property can only specify rules that have no arguments/attributes like alwaysFail which is not very useful. It would be great to be able to specify rules using an external file and a rulesFile user property. I have a pull request that will come forth with the improvement which is not very difficult.
