Description

The motivation behind this enhancement is to copy/unpack very large artifacts without polluting the current
local repository especially with snapshot artifacts. The new alternateLocalRepository is likely under ${project.build.directory} to be cleaned up with "mvn clean".

This is a very specialized use case since the artifact must always at remote repo. or user must implement some sort of profile to switch this mode when the artifact already in the currently repo ( ie it was built together as a multi modules build)
