Description

Maven Changes should support XInclude in the changes.xml.

Problem: When writing a changes.xml file the file itself can grow very large. We need to be able to break out each 'release' into its own file and include that back in the changes.xml file.

Proposed Solution: changes.xml should support XInclude, the standard XML mechanism for including one XML document in another.
