Description

for the matrix {{0.0,1.0,0.0,1.0,1.0,1.0,0.0,0.0},

{0.0,0.0,1.0,0.0,0.0,0.0,1.0,1.0}

{1.0,0.0,0.0,0.0,0.0,0.0,0.0,0.0}}, SVD return rank=4, but it is 3.
