"UncorrelatedRandomVectorGenerator" is shaky

    Description

      This unit test (package "o.a.c.m.random") is too sensitive to the seed.
      Using a fixed seed to make it pass (rather than relaxing the tolerance) gives a wrong impression about the code's purpose (or potentially hides a bug).
