      Description

      This dev-ML thread suggested the creation of utility methods for shuffling arrays (of primitive types).

      The feature should go in class "o.a.c.m.util.MathArrays".

          Given the problem discovered in MATH-1019, it would be useful to double-check the fix which I've included in the new version.
          I've created trivial unit tests. Would it be possible to add a test that checks whether the shuffling is indeed uniformly random?
