    Description

      TestClientDistributedCacheManager sets up some local directories to check the visibility set for dependencies, given their filesystem permissions. However, if it is run in an environment where the scratch directory is not itself PUBLIC (ClientDistributedCacheManager::isPublic), then it will fail.
