Description

CRLA is enabled for the ApplicationMaster when both yarn.app.mapreduce.am.container.log.limit.kb (not mapreduce.task.userlog.limit.kb) and yarn.app.mapreduce.am.container.log.backups are greater than zero.

This was changed in MAPREDUCE-5773.
