[MAPREDUCE-4566] security.job.task.protocol.acl should not be used

Description

In MAPREDUCE-4329, we removed security.task.umbilical.protocol.acl from branch-1 hadoop-policy.xml because we can neither change the value from default nor remove the property from code.
The property name is changed to security.job.task.protocol.acl in trunk.
The new property security.job.task.protocol.acl should be removed from hadoop-policy.xml in trunk too.
