[MAPREDUCE-4141] clover integration broken, also mapreduce poms are pulling in clover as a dependency

Description

Some of the poms are specifying clover as a dependency, rather than exclusively as a plugin.

Also I tried running with the clover profile on trunk and the build is failing due to some issue with protobufs code generation.
