Provide a shell interface for querying the status of FairScheduler

    Description

      It will be useful if we have some shell interface to obtain some status in FairScheduler.

      Just like we can use
      bin/hadoop job [-list|-list-trackers|-kill-task|...]
      to obtain JobTracker information.
