[MAHOUT-2051] MixedGradient throws a random IllegalStateException

Description

The function apply in the class MixedGradient throws an exception when both variables hasZero and hasOne are false. In order for both of them to be true, the RNG has to pick the basic gradient until both are set to true, otherwise an IllegalStateException is thrown.
