Description

Error reported by user trying to compile MADlib on Ubuntu against Postgresql 9.6. The postgres installation was missing server headers, which led to an error during cmake.
The only error shown was:
{{-- Could NOT find PostgreSQL (missing: POSTGRESQL_EXECUTABLE) }}.

This can be improved to give the actual source of error, with instructions on how to fix.
