Double-quote all #error directives.

      Description

      Most compilers do not require #error message text to be quoted, but some
      warn and some break when fed an unquoted string containing apostrophes.
      We should double quote all #error directives for maximum portability.

        Bad CPAN testers report for OpenBSD 4.5:

        Peter Karman detected a warning during the voting phase for 0.1.0 rc3,
        but we proceeded anyway: http://s.apache.org/wu

        A fix for that particular location was applied to trunk as r1126821; it will
        need to be merged to the 0.1 branch.
