Update javacc to the latest version

    Description

      We use an ancient version of javacc. We should upgrade the dependency, the JDK_VERSION constant in grammar specs (JDK_VERSION="1.5") and perhaps clean up those specs too - they contain things like Vector instances to hold lists, etc.
