[LUCENE-9434] Update release step to remove creating a wiki page for every Solr release

Description

The release TODO asks RMs to create a Wiki page in Confluence for each Solr release (https://cwiki.apache.org/confluence/display/LUCENE/ReleaseTodo#ReleaseTodo-UpdateWIKI). This page is often simply the date the release went out, and a link to the release announcement (like this: https://cwiki.apache.org/confluence/display/SOLR/Solr8.6) and an empty Errata section I would guess never gets filled out.

Many more details for a release are provided in the Release Notes page that's created and also in the Solr Ref Guide's upgrade notes page. While I'm sure this other page served a purpose at one time, it seems pointless today to keep creating it.

I propose we remove it from the wiki's ReleaseTODO and also from the Release Wizard. I'll take a stab at making a patch to remove it from the wizard.
