Description

LUCENE-8962 added a MergePolicy.findFullFlushMerges method for doing merges synchronously on commit, but no merge policies implement it. Here I propose "EagerCheapMergePolicy" that delegates to another one but overrides this method.

This one is changed slightly from one that's been battle tested in production on a large infrastructure.
