Reproduce:

ant test  -Dtestcase=TestXYPointDistanceSort -Dtests.method=testRandomHuge -Dtests.seed=EC212F407CDDF680 -Dtests.multiplier=2 -Dtests.nightly=true -Dtests.slow=true -Dtests.linedocsfile=/home/jenkins/jenkins-slave/workspace/Lucene-Solr-NightlyTests-8.x/test-data/enwiki.random.lines.txt -Dtests.locale=fr-FR -Dtests.timezone=Pacific/Yap -Dtests.asserts=true -Dtests.file.encoding=UTF-8 

I had a look and this error is similar to LUCENE-7143. The solution should be similar, add a fudge factor to the bounding box of a circle so we make sure we include all points that are at the specified distance.
