Description

On a single cpu laptop it takes ~ 30 minutes to run ant test.

The number of tests is increasing: around 23,000 according to https://people.apache.org/~mikemccand/lucenebench/antcleantest.html

But just a few tests dominate all the time. If we tone the worst offenders down to be more reasonable, we can cut overall test time in half.

This doesn't fix all the really slow tests... just some of them. Mostly I focused on ones taking double-digit seconds (that's REALLY SLOW)
