      Description

      For building javadocs, the class files must not be compiled, so the dependency is useless and slows down build enormous. A simple ant javadocs ins solr takes several minutes because of that.

        A quick fix for Lucene's javadocs-all task.

        Solr is more complicated because of lots of JAR dependencies that are built over and over.
