Spinoff from LUCENE-9997

Turns out that the maven artifacts generated by gradle lack LICENSE and NOTICE files in META-INF, and also have empty MANIFEST.MF. Smoketester error:

RuntimeError: JAR file "/tmp/smoke_lucene_9.0.0_018642ff84f88a2438b32d6aca5d5d35f453e1fb_2/maven/org/apache/lucene/lucene-analysis-smartcn/9.0.0/lucene-analysis-smartcn-9.0.0-sources.jar" is missing META-INF/NOTICE.txt
