[LUCENE-10107] Jar manifest Implementation Version is too long

Description

When we added an extra digit for 8.10 that caused the git commit she in the manifest Implementation-Version to wrap, and now the smoke check fails because of this. This issue is only for solving this in the 8.x branches because those use ANT.
