Description

LOGCXX-11 added the ability to specify a timezone and locale for a layout. The corresponding log4j effort ended up specifying timezone within the pattern and is debating how locale should be handled.

log4cxx should mimic's log4j's use of %d(pattern){timezone) to specify timezone in a pattern and should defer locale specification until log4j figures it out. In addition, improvments to CachedDateFormat should be brought back to log4cxx.
