Fixed: Eclipse Public License - v 1.0 files in OFBiz
(LEGAL-296)

This has been discussed in the OFBiz project and we preferred to ask legal
before taking a definitive decision.

We read at http://www.apache.org/legal/resolved.html#category-b
  For small amounts of source that is directly consumed by the ASF product at
  runtime in source form, and for which that source is unmodified and unlikely
  to be changed anyway (say, by virtue of being specified by a standard),
  inclusion of appropriately labeled source is also permitted. An example of
  this is the web-facesconfig_1_0.dtd, whose inclusion is mandated by the JSR
  127: JavaServer Faces specification

The question was:
  Can the files under folders birt/webapp/birt/webcontent/birt, all licensed
  under https://www.eclipse.org/legal/epl-v10.html be included in source form,
  without modifications, in an Apache (source) release? It's 160 files and
  541 523 bytes at all.

So this removes the birt/webcontent folder. The related page in wiki has also
been removed

ASTERIXDB-1320, ASTERIXDB-1323: License Fixes
ASTERIXDB-1320:
- LICENSE lists a large number of CDDL licensed bits of software
  CDDL is Category B we should provide a link to the source code (see 3.1.
  Availability of Source Code in (1)). Previous advice on legal-discuss
  was this goes in NOTICE but recent discussions have left this a bit more muddled.

ASTERIXDB-1323:
- Missing normalize.css (MIT) ./asterix-examples/src/main/resources/admaql101-demo
  /static/css/bootstrap.min.css
- Missing license for second bottle file (MIT) ./asterix-examples/src/main/
  resources/tweetbook-demo/bottle.py
- Bootstrap version bundled is Apache licensed not MIT licensed ./asterix-app/src/
  main/resources/webui/static/js/bootstrap.min.js
- It’s also not mentioned for all licenses what each license is (MIT/BSD etc) that
  can be helpful. The version of the bundled software is also helpful.
- Should include text of RainbowVis-JS license (or better still a pointer to a copy
  of the license file) [5] not a pointer to a URL on github

Also, misc cleanup.

On the authzperf branch:
Some authz test cleanup and re-enabling some tests to match /trunk.

* subversion/tests/libsvn_repos/repos-test.c
  (authz): Re-enable the "phase 4" tests and move the performance
           measurements to ...
  (test_authz_wildcard_performance): ... this new test.
  (groups_authz): Test that we reject illegal files with RAM and disk
                  alike. Perform the authz tests with a legal setup.
                  This roughly covers what we test on /trunk.
  (test_funcs): Register the new test and skip it by default.

DRILL-4886: Modifying projects POMs to align with Drill's build and distribution.
The default build/test/packaging behavior for mapr-format-plugin module are

1. BUILD of mapr-format-plugin is ENABLED.
2. Unit tests of mapr-format-plugin module are DISABLED (use `-Pmapr` to enable).
3. Packaging of mapr-format-plugin is DISABLED (use `-Pmapr` to enable).

Please see LEGAL-251 for discussion/conclusion regarding inclusion of source code with non-open-source dependency.

An error page has to be able to call complete(). That means it needs to be able to call getAsycnContext() which means isStarted needs to be true for the ERROR state. That implies that isStarted needs to be true for the TIMING_OUT state as well.
This also implies that a transition form DISPATCHED to ERROR is not legal since that would mean moving from a state where isStarted==false to isStarted==true
