    Description

      BEA makes the JSR 173 (Streaming API for XML 1.0) specification and the related API jar file available under the terms of the JSR 173 specification license. The license text is available for example at http://repo1.maven.org/maven2/javax/xml/jsr173/1.0/jsr173-1.0-license.txt

      As far as I can tell the license only grants the right to download and use the specification for internal evaluation purposes (section 1). Compliant implementations can be relatively freely distribute compliant implementations of the spec (section 2), but I'm wondering if that license extends to the API jar file and whether the granted redistribution rights are good enough for Apache.

      My question is: Is it OK for an Apache project to include the JSR 173 API jar file as a part of it's releases along with an implementation of the standard?
