Including code from another project with a different license

      Description

      Hi,

      I'm reviewing a PR for Apache Beam that includes code based on code from another project.
      https://github.com/apache/beam/pull/6423/files#r220284399

      The other project uses the Python License (https://github.com/python/cpython/blob/170ea8ccd4235d28538ab713041502d07ad1cacd/LICENSE).

      My questions are:
      1. Is it okay to accept this code?
      2. If so, how do we properly attribute the license?
      I was thinking of placing it in a separate file with an appropriate license header.
      3. Does the top level NOTICE file need to be updated as well?
