In Accumulo, we currently have some contents of the NOTICE file with lines like:

Apache Accumulo
Copyright 2011-2016 The Apache Software Foundation

This product includes the Apache Thrift libthrift JAR file.
Copyright 2006-2010 The Apache Software Foundation

I couldn't find clear documentation for these, which essentially amount to duplicate notices that the software includes ASF-copyrighted code. These aren't "third-party", after all. In addition, the dates are different, so if these notices should be aggregated in some way, what dates should be given? The earliest and latest dates?
