[KYLIN-2090] Allow updating cube level config even the cube is ready

Description

Now once a Cube be built to "ready" state, user will not be able to update it, including changing the cube level configurations, this is bad; as sometimes user may want to add/change the config.

It should be designed as the "Notification List": user can change at anytime, and it doesn't impact other things.
