[KYLIN-1435] When one partition occurs problems, streaming will fail to get its broker leader

Description

Usually there are more than one replicas for a partition. When one replica previously acted as the leader occurs problems, Kafka will switch the leader to other replicas. Unless all the replicas occur problems, the broker leader is available.
