[KUDU-863] cfile footers should always explicitly save encoding and compression

Description

The cfile footer currently sets 'encoding' directly from the schema's storage attributes. This means that if no encoding is explicitly set, we'll store 'AUTO_ENCODING' there. If we then change the default encoding in a later version, then this causes the reader to become confused as to the actual encoding of the data.
