    Description

      Currently, if you request a READ_AT_SNAPSHOT scanner in the future, the scanner can block in WaitForCleanSnapshotAtTimestamp for a long time. This seems to cause occasional timeouts in ClientTest.TestScanFaultTolerance, because we also don't handle the case where we try to shut down a TS while there is a scanner waiting.
