Description

We should probably only apply committed ChangeConfig log entries when we bootstrap a quorum. However, it's a chicken-and-egg problem, since if you assume you should use the new quorum then if it was a membership change you may be left talking to tablets that don't think you're in their quorum.

We need to revisit this once we have proper distributed config change. For now, we have left a TODO in tablet_peer.cc referencing this JIRA.
