[KUDU-457] Alter tablet fails when concurrent with a flush

Description

I've seen ClientTest.TestBasicAlterOperations fail when it races with a flush. It tries to propagate the "alter" to all of the diskrowsets in the rowset tree, but in fact during a flush one of them is an MRS. The MRS returns a bad Status from the alter operation.
