[KUDU-305] QuorumPB and preferably TabletMetadata should be available to TabletPeer at bootstrap time

Description

TabletMetadata is known and needed for TabletBootstrap to run. Yet, during that time it is held by TabletBootstrap as a gscoped_ptr(). TabletMetadata – or at least QuorumPB portion of it – should instead be available to TabletPeer immediately. This simplifies monitoring of Bootstrap and makes it possible to show quorum configuration of tablets under bootstrap.
