[KUDU-156] Add a mock clock to HybridClock

Description

It should be possible to make HybridClock get its time out of a mock clock so that we can test corner cases that are time dependent.

One of the tests that should be added once the mock clock exists is for http://gerrit.ent.cloudera.com:8080/#/c/2390/ (generation of unique timestamps for the in-flights).
