Remote configuration monitor start should not be attempted if config is not defined

    Description

      Currently, if the configured remote configuration monitor can't access the necessary config, an attempt is still made to start it, which results in a confusing warning message. Instead, starting the monitor should not be attempted unless the necessary config is defined.
