    Description

      The RMHaBaseDispatcher appears to have been based heavily off HDFS HA dispatch and has a couple areas that can be cleaned up. 

      1. SafeModeException - will never be thrown for RM
      2. retryRequest() - not used anywhere else outside SafeModeException
