Description

Steps to reproduce:

• Put kar into /deploy folder;
• Delete kar:
  12:08:40,265 | WARN | container/deploy | eployer.kar.KarArtifactInstaller 160 | 34 - org.apache.karaf.deployer.kar - 2.2.4.SNAPSHOT | Karaf archive 'D:\talend-esb-5.0-SNAPSHOT\container\deploy\Whiteboard-0.1.kar' has been removed; however, its feature URLs have not been deregistered, and its bundles are still available in 'D:\talend-esb-5.0-SNAPSHOT\container/local-repo'.
• Put kar again:
  12:08:56,265 | INFO | container/deploy | eployer.kar.KarArtifactInstaller 281 | 34 - org.apache.karaf.deployer.kar - 2.2.4.SNAPSHOT | Found a .kar file to deploy.
  12:08:56,265 | INFO | container/deploy | eployer.kar.KarArtifactInstaller 86 | 34 - org.apache.karaf.deployer.kar - 2.2.4.SNAPSHOT | Ignoring 'D:\talend-esb-5.0-SNAPSHOT\container\deploy\Whiteboard-0.1.kar'; timestamp indicates it's already been deployed.

Expected: kar redeployed.
