[KARAF-864] obr:deploy command should provide a start option

Description

Currently, the obr:deploy command only install the bundle, but doesn't start the bundle (whereas it's supported by the Resolver).

The obr:deploy command should provide a -s option (as we have for osgi:install) in order to start the bundles.
