[KARAF-6358] jre.properties exports javax.annotation packages as 1.0 vs 1.3

Description

KARAF-6128 updated the version of javax.annotation to 1.3, but the etc/jre.properties file is still exporting the javax.annotation and javax.annotation.processing packages as version 1.0.  This leads features such as CXF 3.3.2 to install a javax.annotation-api 1.3 bundle when it shouldn't need to do so.
