Description

In order to give complete control to the kar users, it would be great to have an option to leave the bundles in resolved state (and don't try to start them) when installing a kar (for instance libraries installed via kar file).

The --no-start option could be added to kar:install command, the etc/org.apache.karaf.kar.cfg file and also an option to the Kar MBean.
