[KARAF-5308] Remove RepositoryImpl lazy loading as we always load it upfront anyway

Description

Currently RepositoryImpl has the ability to load on demand if it is not already loaded.
This is not necessary as all usages load the Repository content right away.

So I propose to remove the lazy loading .
Another change is to prefer creating/loading features through the RepositoryCache.
