[KARAF-5120] etc/org.apache.karaf.shell.cfg is "raw", all comments are lost in the distribution

Description

In the "final" distributions, the etc/org.apache.karaf.shell.cfg just contains:

sshPort=8201
sshHost=0.0.0.0
sshRealm=karaf
hostKey=${karaf.etc}/host.key

All original comments, including additional properties examples, are lost.
