The problem comes with the following commit https://github.com/ops4j/org.ops4j.pax.url/commit/bfcc8be399b5f3b45e1147125371b879d75568e3 which creates a session cache.

We should put aether.updateCheckManager.sessionState=false by default in etc/system.properties
