[KARAF-471] would be nice for a "already exists" call to features:addurl to trigger a refresh

Description

I did a features:addurl on a url which had syntactic problems in the features.xml file. I corrected the file, did addurl again, and noticed that features:list still didn't show the feature from the added url. I poked around with jira, and figured out that this isn't technically a bug because the invalid url was added to the system and the followup addurl call was thus simply ignored, and what was needed instead was features:refreshurl.

However, it would be nice if, instead of ignoring/tossing the request, if addurl would instead proxy to refresh for this case...
